Do value improvement plants do anything? |
I am currently playing a game without the infinite resources option, so I decided to see if the Value Improvement plants would keep my planets from running out of resources. So far they do nothing and I have a 7% bonus now. Do these only do something on games with infinite resources? I feel like I have wasted a lot of research!

In theory, it would be a 7% bonus that would be applied only once per year (on turn xxxx.0) - has it been this long yet?

yes they do but that can take a long time 10 years game time
