Can someone plz tell me how to discontinue a treaty that prevents me from colonizing planets when all other races are in an alliance so i cant seem to speak to any 1 particular race alone. Thx in advance!

That's a bug. When the empire you have a treaty with joined the alliance, all of its other treaties should have been broken.
Oddly, AI empires can send diplomatic messages directly to you while you're part of an alliance. They can even declare war on you. Even other members of your alliance can declare war on you, although it won't take effect until someone drops out.
The alliance system is the most bugged feature in the game, and I see no hope for your situation unless you can provoke the empire into canceling the treaty somehow.
You could 'cheat' and use the master password to control them for a turn, cancel the treaty, and get back to your game. That's about all I've got. I'll let you know if I think of anything else.
