has anyone figured out how it actually works?
i mean it's a bit absurd to set none or certain number of new members per year... only to find your partner propose adding everyone and their dog (even those you've never contacted) practically all in the same turn with no limits.
even more absurd is that they can join the alliance yet not show up in the intel screen, because you haven't contacted them (as the contact info is given by alliance partner) - matter of fact, they turn up as enemy after you made contact and hasn't signed a separate treaty yet. thing is, you can't initiate the treaty, you have to wait for the ai to do it and reply (not that it makes any sense to have yet another treaty!)
what's more, your partner who invited them in (well there was a vote, but still) will then proceed to stab each other in the back and starts to tell you that you can't make a treaty with other one if you want to stay chums.
to top it off, you can try to threaten your alliance to surrender - highlight alliance, send message, etc... you can even get to compose a response and vote on it in the next turn.... but nothing happens.
best thing i find is the influx of immigration for you not to use domes.. i suppose you can just ditch the lot of them once you get a few immigrants.
