is ytherre any pont in increasing colonization levels past one. Can i build larger domed societies or something.

No real advantage
Just stick with level one colonization ships until you've burned up the tech tree and need to finish it up. While higher levels give you more population capacity they do not make bigger colonies. You can add more population to your colony ships with cargo containers and that's cheaper. Having more population does help them grow faster early on.
