In the your empire screen it lists member races, how do you get more member races and what effect does it have?

Migration / Capture
You get more races by having migration clauses in your treaties, by capturing their colony ships, or by landing troops on a planet and capturing the planet.
Member races have all the bonuses of your original race, despite what some of the descriptions will tell you. They breathe the atmosphere they breathe, so if you have an oxygen race and capture a methane race, you can now fully utilize both oxygen and methane planets, it will just take a little extra planning.
Member races will not migrate to planets with a different atmosphere than they breathe if there is another member race that breathes that atmosphere (no oxygens will move to a methane planet if you have a methane breathing member race). Member races don't seem to fully migrate off of these worlds though, so you have to move them off or eject them into space to undome a colony.
