Is it possible to get a racial/unique tech through a treaty? I know that you cannot get one through anylyzing a captured ship, capturing enemy planets, or any other means. but there is a treaty option that says both empires will trade all of their tech (including racial/unique). Is this the only way to aquire these techs if at all possible other than choosing them when designing your empire?

You can get racial tech in a treaty. It should be a suboption under the area Share Technology in the Propose(or Change)Treaty screen.
Nope. It doesn't let non-racial people have racial tech.
I think it does let racial people get the tech though.
