Targeted Warp Point Creation.

I've always wished that you could target warp point creation. So that you could for example have 2 starbases built and a warp point could be opened and closed between them over and over. But not only that. In SE IV I like to make warp points fan out from the sun in a system, and wouldnt mind being able to target them to the sun in the new system.
