Using Unresearched Intel Projects |

In the Intelligence section, click the popup menu to select a project to focus on against an empire. The list is ten projects long, even though I have researched only two projects.
What happens if I pick one that I haven't researched? Does it just secretly say "tee hee"?
The popup window should only list projects that I can actually use, and possibly even show my current level of ability.
Intel Projects
I ahve not seen the ability to actually steal technology as an intel project. This seems like an obvious choice. In games I have stolen ship designs and other empire information, but never any technology.

No. I tried to keep things stock-like so there's no advanced modding tricks etc. I did reduce colonization back to 1 level though since it wasn't really worthwhile to research otherwise.
This particular issue is more of an imbalance in intel then anything else.

I don't think you actually have to research them; it's just that once you do, you get bonuses when you use them.
