What are they for?

They don't seem to do much. I heard somewhere that they give your empire bonuses, but anything they give seems to be negligible. They seem better at cluttering up the tech tree than anything else.

Bonuses are cumilative

The bonuses are cumulative and there seems to be a connection between researching them and the happiness of your empire which isn’t mentioned in the ? menu. I would also never nock an increase in my research points resistance to Intel attack reproductive rate etc which dose not require me to upgrade facilities to get it . They are not a priority early on because they are relatively expensive but I would not, not have them in the game

1% Isn't much, but it doesn't stop there

Sure, each level only gives an addition 1% bonus to its area, but after 10 levels that little 1% bonus becomes a noticeable 10%. Imagine getting History (+% to attack/defense in space) to level 100. That would make it incredibly more difficult to be hit by direct fire weapons, and make it pathetically easy to hit your enemy. With enough effort, a cultural achievement can be used to change the fate of the game.

Cultural techs top out at level 20.

Which is still extremely nice.... just think on 1,000,000 RP researching maths (rp bonus) would take you upto 1,200,000 RP, thats not insignificant. Or what 20% bonus does to your reproductive rates, loyalty, happiness or war weariness.

What I did with my game, is cut the research cost by 1/4, the bonus by 1/4, and then increased the maximum level by 4X.

I like this better, as it makes the research more accessable at lower levels, but doesn't diminish the bonus from the higher levels of research.

Personally I like the way the are now, to me they are a mid to late game tech, unless I really need to make up for a deficency early on (such as objections to war) in which taking the pain to research it has to be worth more than the penalty for not.
