When I have tried to use the ministers in a game, I can never get them to work. I usually just want the ship design minister, but when I select it, after taking a turn, it never "sticks". If I select it and skip my first turn then it seems to work. Am I missing something, is this a bug or am I just not doing something right?

I haven't had any luck with them either. All I want them to do is launch any sattelites that get made. And they never launch them.
