I have a race I was playing with and after playing a couple of games I went back to reset it up and descovered I now had 407,664 points to spend in tech lvls where did these come from?

During your previous games did you click 'save race'? If so, then I beleive when you play the race again in a new game, your accumulated points are available to you for use in a new game. Not sure, but I think that is what happened.
Absolutely NOT. 
If he's talking about research points, he may have selected a higher tech setting than before.
