AI Fighters on A Planet |

I recently attacked a planet with a moderate force. The first thing I do upon entering combat is pause the game and check out the enemy. On this occasion I noted the enemy planet had several fighters in its cargo. I was ready for a hard fight but the AI did not launch the fighters. I was able to stand off in space and destroy the fighters on the ground. Is this just bad AI or is it impossible to launch fighters from a planet during tactical combat? I have not had a chance to test it.

Unintended feature?
The AI won't launch fighters from the planet in combat. This may be a bug or perhaps an unintended feature since fighters also participate in ground combat.
The AI in stock also doesn't create any fighter groups for general use - but it does in the Balance Mod.

AI not quite able to "cheat"
Actually the AI cannot see the design unless it has fought that ship type or has long range scanners. MM did a good thing when he set it up so you can't make the AI cheat like that. However your second option is viable.

AI Launching & Planets
The Balance Mod tells a planet to launch 50% of all the fighters and satellites it makes - the rest are stored for Carriers and Satellite Layers to pick them up and take them elsewhere.

Weird
Thats just weird, you should be able to launch fighters from a planet in combat. Dunno why the AI didn't -- might be related to the fighter bug some people have been having.
