Alien population on my colonized planet?

I had a strange thing happen to me last night.

I colonized a huge planet that was not my races breathing atmosphere so I could only build 5 structures and pop max was minimal. Later on in the game I went to move more population to it and noticed two different alien races living on this planet who’s breathing atmosphere was the same as this planet. I then decided to remove all of my races population and I can now build 25 structures with max pop of 8000 mil. This works great for me, but how did this happen? I didn’t tell these races they could populate my planet nor was the planet ever concurred. In fact I haven’t concurred any alien planets yet so I wouldn’t have had any alien population in my empire. I do have peaceful treaties with them, but what treaty would allow them to add population to planets you have colonized?

Is this normal or is it a bug?

One of your treaties might

One of your treaties might allow their citizens to emigrate to your empire, I believe they naturally pick a planet whose atmosphere they can breathe. Take a look at the treaties you have with the other empires and see if you have an Immigration pact with one of them.

Migration pacts are actually bugged, and there are only two-way migrations no matter what you appear to pick. I found some of my population somehow on an enemy planet despite never signing any me-to-them treaties. Now I hijack their colony ships and fledgling planets for slaves instead.

That's funny,

I assume you mean capture their ships? I've never done this and it sounds fun. If I research ship capture I should be able capture their colony ships shouldn't I?

The capturing of ships in combat doesn’t work properly at the moment so it’s probably spies corrupting the natives and encouraging them to defect

Ship capturing can be partially fixed by hacking

Ship capture by default is broken in 1.13 because crew quarters seem to regenerate infinite crew, thus preventing the boarding parties from killing them all, but it's possible to do things like modify toxic injectors to damage crew quarters, thus destroying the crew quarters and preventing the regeneration so you can hijack them with your boarding parties again. Also, ships with no crew quarters, such as master computers, have no crew and can therefore be hijacked.

Or you can use spying, that works also.

Right now, my empire's fleet essentially consists of roving bands of pirate ships hijacking enemy colony ships, enslaving their passengers and looting the ship for supplies and ordinances before burning it. It's fun.
