I'm being patient for this, but 1.13 didn't fix this bug, and it looks like the patch notes for 1.15 don't as well.
Background - I tend to play with a large universe, but this happened with medium as well. What happens is that about 40-50 turns in, the game would start hanging and end or turn processing. Not just slow, but if you wanted 30-60 minutes, nothing would happen. I even waited a few hours once at the same point just in case it was slow...if it was, 3+ hours would be WAY to slow.

Apparently, an empire got added at some point and it was causing problem
I was playing my first game with 1.13, and got this same problem. There had been 16 players up until the turn I'm hanging...which now shows 17.
I can deal with the bugs and I'm patient about patches...but previously, I had read that there was no easy way to change the way the game adds new empires.
What I want to know if that's still true. Is there some modification (safe) I can make so that if an empire dies, it stays dead...and, that no new empires ever get added mid-game?

Well the stoppage has something to do with 'infinite' combat according to some of the more savvy people here on the boards. I would (if it were happening to me) try out the fix listed there and see if it helps at all.
Like I said earlier, it would be quite difficult to stop new empires from being added due to how they are tied in. You could stop all intelligence I am sure, but planet rioting would still happen and eventually a planet would still revolt and form its own empire. I suppose you could modify the settings to where there is no chance of revolting happening (maybe make all empires/planets give a +100% happiness increase), but I don't know which file to mod (still sorting out the files and how they work).

Not all end of turn
Not all end of turn processing problems are combat related, and indeed one of the causes is when a new race is added due to planets revolting.
It only seems to happen when there are more empires than the game wants to allow, so will be experienced less with less players in the galaxy.
I had one game with 12 players, and i used planet sabotage against one race. After that the game locked up after every turn. If I quit the game and re-opened it, the turn was completed, but did it again on the next turn. It took about 5 turns (restarting the game after every turn) for me to get some ships to the area to obliterate the new empires that were created. Once I did so, the game no longer locked up at EOT processing.
I also noticed that one of the new races had the same flag as an existing race, but was named differently.
Maybe if more prebuilt AI races were included this wouldn't be a problem, or there may be some limit on the amount of races allowed in the galaxy. *shrugs*
My preferred fix would be that the planets that revolted should join your empire, instead of creating new empires. It happens with ships, so why not planets.

If it makes it through the entire processing and locks up on a pure black screen, "The Black Screen Of Death" you can use Windows task manager to shut the game down and then open the game up and load the most recent autosave and the turn will finish processing. But you have to have the autosave set to save every turn.

There is a post a around here that says to modify the combat speed (or game speed) settings and the end of turn hang will go away. the 1.15 actually is supposed to fix this by speeding up the AI turn moving and giving colored indicators during turn processing to show what the AI is doing at that point. Most of the turn hanging has apparently been due to extremely drawn out AI battles with each other - the new empire being added (through revolution or intelligence acts) could be in the midst of one of those battles, thus causing the hang-up.
Unfortunately it would be very difficult to mod away the new empires being added mid game, this happens due to rioting turning into revolts, or intelligence attacks successfully changing the allegiance of a planet.
