New Mod

I have a mod ready for some testing for version 1.13. Is there anywhere up here I can post it?
If you are interested in it, its something I've been working on since pre-gold SEIV...basically, its a "proportions lite" that incorporates some of the ideas of proportions that I liked into a stock AI friendly game.
And I stole the idea of 10Kt armor and planet view (although I gave it to space-ports..think air-traffic control stations) from the balance mod. Hope you don't mind, Kwok.
Also some new dialog.
