please help: "targeting priotity order" vs ."target type and order settings"?

I'm having trouble getting my ships to assault planets. No matter what I do, they get drawn away by armed ships that flee to the other side of the map.

I see that there is a "targeting priority order" under empire settings/ tactics, which I suspect is key. But I'm not sure how that interacts with / differs from "Target type order and settings" (which is below it). Could someone point me to a FAQ or clarify this?

One of the choices in "targeting priority order" is "Target type". Does this mean that the ship will fire on ships according to the targeting priority order, from top to bottom, and then if it gets to "target type", it will then prioritize ships according to the Target type order and settings" list? That must be wrong, because if I have "do not engage" listed in Target type order and settings, my ships won't engage, even if I don't have "Target type" listed in targeting priority order.

colonization/treaty question

My ally and I have a non-aggression treaty that does not allow colonization within one another's systems. What determines ownership of a system, if we both have colonies there. I don't seem to be able to colonize in systems that we both colonized under an earlier treaty that allowed inter-colonization.

Can I just "lay claim" to a system somehow, or do I have to have colonies there?

Spinning Buildings and Facilities

When i watch ground combats all the buildings and facilities spin. Sometimes troops with no movement (destroyed engines) start spinning wildly as well.
This is simulataneous over PBW. I've notived spinning units in single player as well.

For SE6? Population should be more important

Population should be more of a planet's strategy than just a percentage bonus to production.

A certain amount of population should be needed just to run the basic colony. Say 5MM. Anything over that can build stuff.

Certain amounts of population should need to be "available" to build facilities. Of course, after building the facility, some population should be required to maintain and run the facility, reducing the "available" pool.

Shipyards should be labor intensive, as should Farms, Ports, Research, etc.

Like in SE3, if you work the populace too hard, you get unrest. This makes the Urban Pacification facilities valuable again. Taking rests by not building stuff, especially on EB, will make the populace happier. Cutting back on production output can do the same thing.

For SE6? Available planet tonnage should just be a single pool.

I have been wondering why a planet colony has specific room for facilities and a separate space for cargo. What's up with that?

A planet should have an amount of "available" tonnage for building things. Out of that tonnage, we should have Living Space for our populace and space for facilities. The facilities can and should be different sizes, e.g. a Farm should be bigger than a Research facility. The Space Port should be pretty big and the Ship Yard should be the biggest one.

If we want cargo storage, we should build Cargo facilities. Cargo can still be generic, but should not include Weapons Platforms. I don't know of any military that keeps planetary defenses stored away in warehouses (but then I don't any of these military groups anyway).
