Empire Ship Designs not saving |

When saving an Empire with ship designs, those designs should be saved for use in future games. This is the way it worked in SE IV, I know this is not SE IV, but with the added time needed to create good ship designs in SE V I believe this is a MUST!
I have verified this to be a problem in both version 1.00 and 1.08.
But...
A) I absolutely HATED that back in SEIV days;
B) You sure you have the prerequisite technology to access the "enhanced" designs?
