SE5 1.08: Population reproduction bugs

My home planet has been sending out many colony ships (dozens), but it has been quiet for a long time. I find that the population stays at 3960 of 4000 and never grows any higher. The planet says a reproduction rate of 13% and migration rate of 6% even though conditions are Unpleasant. I think every other planet has a migration rate too... so why doesn't this one grow the last 40M?

In fact I would say that the whole empire is growing slowly even though I've added level 9 Medical Labs to some systems and even more have level 2 Genetic Recoding Labs.

Possibly migration

It's probably due to migration to other planets in your empire.

Are you saying that the numbers displayed on the interface are lying?

13% reproduction - 9% migration still means = + 4% growth of 3960M population, which my calculator tells me is, uh, 158.4M... Well that can't be right, even at the best of times when it was more like 6% more reproduction than migration the planet never grew more than 52M or so.

So the stats displayed *are* lying.

Slightly different bug, but still a big bug in my book.

I'm reasonably certain that population growth is given in percent per YEAR, not turn. Dunno why the numbers aren't ballancing though as far as actual growth (please be aware that because population growth is compound, simply dividing by 10 won't work either).
