SE5 1.08: Research Points bug

After upgrading facilities (maybe also after construction new ones), I see 2 different values for my empire's total research points:

The empire totals screen and empire comparisons give one value, the higher value

The Research screen's total at the top gives a lower value.

On the other hand, either total seems higher than it should be if I do the rough calculations on Research Labs * Tech points at the average level. My race's abilities (default Ukra-Tal) says that they have both -10% research and +10% research... but does the population's production bonus % also factor in for Research?

Research/Intelligence delayed

It seems to me that whenever a new building is built, neither the Intelligence or Research screens acknowledge the increase until the next turn, but I can't tell if this is intentional or not.

Whenever a game gives different numbers...

for one statistic in different places, I call that "broken". At the very least they should be labelled differently and explicitly to give me a good idea why the numbers are not exactly the same.

But forget that: Doesn't this existing setup seem extremely backwards to anyone else? If I'm using the Research screen to PLAN NEXT TURN, why would I care what last turn's research numbers were? I'm going to be using NEXT TURN'S research points! Whereas for Empire Comparisons, it should be comparing what the numbers are right now and not in the future.

Definitely a bug!

I'ts correct.
Points are generated at the end of each turn.
In "comparisons" and "empire report" you can see only current "production".
