Fire On/Self Destruct? |
What conditions are necessary to allow a ship to self destruct or be fired upon? I have two stranded ships with no movement that I can't seem to get rid of....

Dunno. I'd just take a shipyard to the ship, unless you haven't gotten level 10 in that tech (a stupid restriction I'd probably remove if I had the choice... oh, wait, I do!
)

Logic dictates that fire on
Logic dictates that fire on would be available if there are ships in sector that have functioning weapons with the supplies and ordinance required to use them.
I don't know how the rules in SE5 work because I haven't tried using fire on yet, but I do know that SE4 was pretty lax about the rules. For example, I believe that you could have two ships fire on each other and both be destroyed (possible, but unlikely to actually happen.) I also think you could use fire on even if the ships with weapons were out of supplies.
All you can do is experiment to see what works. I do know that ships can't self-destruct without a working self-destruct component, and can only be scrapped for resources at a shipyard, like the others said.
"Fire on" appears to be
"Fire on" appears to be broken at the moment.
They'll fix it, just gotta wait for a big patch.

Scrap
I think you have to scrap ships, fire on is a unit thing, and self distruct should require a self-destruction device
