I am not sure how many of you have ever played games like Romance of the Three Kingdoms, especially ROTK VIII.
For those of you who have, then you probably already understand where I am going, for those of you who do not, then I will explain.
I think SEV is just awesome (short of some bugs, which will be fixed). The only thing missing is a personalization usually represented by NPC type characters. Each of these NPC characters have traits and abilities that make them usefull to an empire in different ways. For example, a Character may be a great fighter pilot (giving his ship amazing combat bonuses), another may be an Admiral (provides fleet bonuses), another may not be good in combat, but is excellent at governing a star system, or perhaps is a great spy and/or diplomat (increases intelligence, or increases the ability for a treaty to go through)....
These generals could also act as individual ministers for governing planets (generals could give bonuses to mineral, organic, refining, ship production, unit production, population happiness... etc), governing systems (generals with abilities to give system wide bonuses that enhance multiple planets), or govern multiple star systems (sets policies that are specific to certain, artificially designed star systems, etc..).
These governers can be assigned fleets (which they are responsible for positioning, moving, and retro-fitting, as directed, of course). The governors can also be assigned lists of "what to do" and "what not to do", depending on what roll they play (for exmaple, a planetary governer can be told not to build a certain type of facility, while a system governer can be told not to attack adjacent enemy sectors).
On top of all of that, you could also build in personal relationships between generals to determine how well they work together, and how loyal they are to your empire. These generals can be assigned with certain tasks (such as colonizing a new star system, or bringing war to a nearby enemy), or can be ordered to simply train and improve their abilities.
Anyway, long tirade over. I dont think the game really needs to be changed, but if I had a wish list, this would really be the only thing.

I really don't like the idea
I really don't like the idea of bringing that level of RPG-ness into the core game. A mod, maybe, but not the core game. It's an interesting concept but not one that I'd care to see in every game I play.
Also, this would probably be a pain in the neck to code in, bring in more bugs, and require new interface art.

Long ago, there was a game
Long ago, there was a game called Star Empires by TSR. I never really got into it, being that it was a lot of paperwork, but it had one thing that interested me.
It had a flow chart of events. You rolled a die, and went along the chart. IIRC, you could influence it somewhat, but there was also an inevitability about it. For instance, your empire might fall into stagnation (no more new colonies, research stops, wars stop, etc.), then later decadence, (wasting resources), then maybe later it becomes expansive, ( you must take an enemy colony every so many turns.), and if you fail, you suffer a coup and then launch a war of agression.
I like the idea of provincial governors. Maybe one of them gets an itch to become Emperor. I like the idea of rulers along the lines of Europa Universalis II with some Annals of Rome thrown in. ( That's what I get for reading about the Ottoman Empire as well as the Romanov dynasty.

Uhm, again, that's rather different from the Space Empires series to date. Very, very different. I don't want to have to wonder whether or not my government in the game is doing what I told it to. I especially don't want to be wondering whether or not factions within my government are looking to knock me off.
Space Empires has never been about the internal politics of a society but about its expansion and development as an interstellar power. I'd kind of like it to stay that way.

Yes. Look in the vehicleunittypes.txt file:

Simply create a new unit type called Generals/Characters/whatever, make it similar to ground troops in most respects except it has the above unit capability. Then make a bunch of units to vehiclesizes.txt with specific abilities built-in.

if ur into the provincial governor idea (a great idea in my book) try out Hearts of Iron. Im currently playing HOI2:Doomsday and its awesomesauce. PS. MOO2 had leaders like this so i dont think it would be all that hard but then again this game is already got enough issues w/o adding even more complication to the mix

Romance of the Three Kindoms (most recent being 10 on PS2) is an AWESOME series, i would recommend it to all.
Also any paradox interactive games... i think their site is forum.paradoxplaza.com or something like that. Every one of their games are excellent, but my preference is:
1. Victoria (revolutions)
2. HOI2 (doomsday)
3. EU series
in brackets is the name of the version you would buy if you were to get it now.
Victoria is their most complex, yet most fun game. You can industrialize a nation, populations, politics, and government are important in the game. I love turning countries like Peria or Argentina into a democratic nation friendly to immigrants and turning into a superpower. Very fun game.
HOI2 is a war simulator, lots of action. It has more complex and FAR better combat than Victoria but FAR less domestic/political control.
EU in its current form is from 1454-late1700s. Its a fun game but their most simple.
edit: I wouldn't recommend playing Victoria as your first paradox game, is has a steep learning curve. If you do you will need to go to their forums and go to the wiki (vicky wiki) and do the tutorial, that helped me learn. They have a wiki + tutorial for all of their games.

I always thought The Human was a absolute dictator in the SE's series. To add personality to it, would make it more into a Galatic political sim with 4x added as a after thought. Sorta like the GC series of games. (Good\neutral\evil, Political votes, Ethical decisions, etc.)
Perhaps Galactic conquest is a game you should seek.

I think that have captain, generals, admirals, and other "heroes" would be great, I love a little RPG touch in this games... a little like the Total War series, but maybe not so in-depth...
