Is a non-agg. treaty which includes colonization in each others space required to colonize in another's system? I broke all treaties and even declared war, but I couldn't colonize there.
I should probably read the manual.

If it won't let you colonize the planets you want, then baptize the entire system in the cleansing fire of your righteous wrath!
Kill 'em all and let the A.I. sort 'em out!

Sounds to me like you aren't using the correct colonisation module. You need a Gas Colony module to colonise a Gas planet.
