Description
There's an interesting issue with the handling of allied populations.
My alliance with the Eee confederacy allowed movement of each others' populations, etc. But the alliance soured due to some "friendly fire" incident.(It helps to actually recognize your ally's flag!)
The curious issue, though, is that I was unable to find any restrictions on my treatment of allied populations on jointly-colonized worlds: many millions of unfortunate Eee civilians perished when "jettisoned" after being loaded on my freighters. Sad, and kinda sick... but also a problem in terms of how to handle mixed colonies.

I think there should be some
I think there should be some kind of penalty for mass killing of a race. I suggest that if a player jettisons a population that two things happen: first, that race declares war on you and second and of that race on your planets start rioting (they know they are next). I would also make it so a population that is rioting cannot be jettisoned. This way a player could still do it but he would have to pay the price.
