allowing right-click "ship report" in tactical combat makes scanners almost completely unnecessary

Description

I consider it a bug that needs fixing:
in any tactical combat if you select an enemy ship/unit, it is allowed to "right click" on the ship's info window giving you a FULL report
even without any scanners involved, even if not yet in range....

the info displayed on that window is all the info one should be able to get
(i.e. total amount of shield/armor/structure, living crew members left, etc.)
but not the complete view of the ship's design - so please disable that unless one has scanners within range

We could remove the damage bars for shields and armor. And probably internals too. Just shoot at it until it blows up.

Scanners still helpful

In the SE series, combat has alsways revealed the ship's design. The use of scanners has a use though in scanning the enenmy ships without needing combat - so that you might know what the ship has or what cargo it is carrying etc.

Long Range Scans Are For Long Range Only

Long range scanners are for long-range only. By the time you get into a battle, this is now "short range". Having long-range scanners is important for a pirate ship: No point in pirating an empty freighter, after all.
