Seeking help with the Psychic Scanner

So, I've built a couple, but they don't seem to scan anything...

There's no ring of green around the planet's where they exist, like there is on ships/fleets that have a comparable scanner. Is this a bug, or am I doing something wrong?

Scanner

Its a scanner, not a sensor.

What that means in SE5 terms is it lets you look INTO any ship you can see (what its components are, is it damaged, what is it carrying, etc), but it doesn't let you SEE them.

That's a bit odd

I never noticed it, but that does seem a little odd that your sensor is so powerful it can look into a ship many sectors away, but without a dinky little sensor array you can't see anything to scan it...

Think of it this way....

Think of it this way: The scanner is a narrow-focus "beam" that probes at a known object; the sensor is a wide focus omnidirectional affair that can tell you where things are. The beam can't scan anything you can't see because its narrow focus makes it impossible (well, impracticle) to find things with it, even though you can see things with it really, really well.

So, is there some sensor facility that I'm missing? Or should I just be using ships or satellites with sensors?

No sensor facilities existed in SEIV... personally, I think the scanner facility should be modified to act as a sensor facility too if possible.
