Starting a new game, preset races?

Is there any way to get a game started with a bunch of pre-defined races, plus the ability to customize my race? It seems you either get one of the pre-gen races with quick start, or have to hand-design all the races you want to play against. Is there a library of pre-built races somewhere?...

Try starting with a pre-generated race, then save that empire and use it as a templatefor a "from scratch" race.

In a new game you only need to define your race. The computer will still use the quick start predefined races to populate the galaxy (as long as you select the preference in the game setup).

You can make your own though for now by switching all players to human control (passwords are "master" by default to login) and save them as empires.

I believe in the empire settings there is a checkbox that says something along the lines of:
Automatically Generate Computer Controlled Players.
Automatically Generate Computer Controlled Nuetral Empires.

Though it takes a little looking to find, it is there.
