Odd planet event

I recently got a "New Planet Formed" Event in one of my solo games (stock v1.74). The Log message says the planet "formed naturally". Oddly, the new planet's resource values are all 0%. Has anyone else seen this before? Is this all zeroes a bug, or just a very unlucky random chance? Could the fact that there were no asteroids in the sector from which to form the planet have caused the zero values? (The system's single asteroid cluster is in a different sector, and wasn't converted.)

The event scripts do all sorts of weird stuff. This is probably one of the rarer ones.

Seriously though, it would be nice to be able to look into the scripts to see what's possible.
