How do you install ship packs into the game?
I unpacked into the Empires Folder as the instructions directed but nothing was listed in the game.

Are you using a mod? Some mods (such as Balance Mod) allow only shipsets that are found within the mod directory, so that single-player games don't wind up with a bunch of brain-dead AI empires (since the AI needs to be tweaked for any individual mod for it to work properly).
