Bug Reports
During ground combat, mine units are not being placed and as such can't be targetted/destroyed. However, they still count towards holding the planet. Any planet with a mine in its cargo cannot be captured by ground assault - even if you destroy everything else.

My ground combat bugged out differently, both mine and the enemies units could not be damaged. Stalemate lasting 15 odd turns.
A way around this

I have had the same problem, and the easiest way to get around this is to simply fire on a planet until the mine(s) or other cargo is destroyed, then drop troops. It's annoying, but it works.

Satellites do that too...
If you equip your troops with the "ground cannon" component, they cannot fire on satellites either and results in the same bug. The only way to get rid of them is to use your troops' thrusters to ram the satellite (lol). The file that specifies what these weapons can target needs to be updated.
