There is something on an enemy planet that pushes my ships away when I am in a battle. What is it and how do I counter it to blow the planet up?

something like Planetary power shields

It's probably a weapon platform with Repulser Beams. Try countering with a longer range weapon or multiple ships.

I figured it out. Silly old me. I had a treaty with someone else that said I couldn't bombard planets.
