Unique Technologies and Diplomacy

If I were a Unique Technology how would I make it possible to find me. I have the proper requirement of needing to find ruins, but am still not coming up.

Also, if I were wanting to look at the anger empires have towards one another and were hankering to add in the "Political Relations" variable to make it possible to create Diplomatic Facilities where would I look? Thanks

Have you ensured that the ruins are able to provide the technology, I remember that was an issue for some of hte default ones that they required higher level ruins than were placed on the map in order to be discovered.

I had not thought of that. Thanks. I'll look into it. I've got a notebook with a ton of unique technologies I'd like to implement, but would not want to bother if I could not figure out how to do it correctly. Heh...of course it is a bunch of stuff that may or may not work.
