Romulus's Goverment and Racial Doctrines mod v1.00

The other discussion sparked me into coming up with a new set of Doctrines for Government traits and Racial traits.

What brought this about:
1. I've been playing SE5 for roughly two years as a little background. So far I have NEVER saw the need to station troops on a planet, build a happiness facility or do pretty much anything to contend with my population (my own, migrated or conquered).

2. There are current strategies written that stress the need to make migration treaties and the likes. The problem I run into is that these various populations share RADICALLY different philosophies on life, etc.

3. I have PBW games in which I have nearly EVERY race migrated into my Empire and I'm at war with most of those races Empires now! Basically, I have fully populated planets house foreign population building warships to combat their own original empires.

4. I've conquered worlds then summarily pulled my troops off them heading to the next planet. The conquered people being Jubilant about their new masters without a single hick-up or the sorts.

"The Mission"
In my humble opinion I see the need for a revamp in the governments especially and some balancing in the racial traits. The proposed changes will bring a MUCH larger dynamic to the game as you must be cautious as to what races you invite into your empire. You have to contend with your Tyrannical ways. You must submit to the collective way of things. you must put your Queen first in all things, etc, etc.

The premise behind my Government changes is to make the people stand up and be heard!! The mod gives every race but Oligarchy equal plus and minuses. The standard deviation is that each Government with have +50 and -50 in advantages and disadvantages. This way each type is equal in the positives and the negatives.

The Racial traits is a little balancing and tweaking a few things here and there. I wanted to add more, but It seems you can't add evaluative statements in that file. Or at least I couldn't figure out how.

Installation:
These are compatible with about any mod. Make a back up of RacialTraits.txt and GovernmentTypes.txt in your Mod's Data folder. Overwrite these new files on to the old ones.

Here is the Government modifications and just look at the Racial traits file:

Some of those happiness penalties are quite large... how you actually tried them out? Many of those races will be in full blown riots very quickly (ie 4-5 turns) - before any countermeasures can really be devised.

Some buildings have that ability built in as a less obvious plus. I'm thinking of the Genetic Recoding Lab which (in my eyes) is mainly intended for plague prevention and population growth stimulation. Fate Shrines also have this secundary effect. But there's another reason for building such happiness enhancement facilities. Unless I'm mistaken, happy citizens reproduce faster and stimulate your production rate accordingly.

I took in to consideration that going in to the game you would understand what your government type is about and what is needed to maintain control. Many types are going to require troops or happiness facilities nearly right away. That is the price you pay for choosing certain government types.

How many Tyrants can you name that rules their people by the goodness of their heart or by the pointing of a gun?

How many Monarchs maintained power by use of force?

How many Socialists governments ruled by fear, intimidation and propaganda?

As you can see there are several government types that require immediate special attention in order to maintain control. By softening the numbers it detracted from what I see as the reality of said governments. Some are peace loving tree huggers' while others are despots ruling by fear. That being said some population will need VERY little coercing to be productive while others will need a gun pointed at them to be productive.

I understand the intent, but it may be too strong. For example, to counter the Tyranny's -20% happiness per turn you'd need 100 troops in stock. It'd be hard to raise those kinds of numbers before the planet went into a riot state - about 4 or 5 turns.

I'm 25 turns into a game and switched to look at the other 11 computer players and EVERYONE is happy or Jubilant except a few worlds that are getting bombed. I'm using a collective and started migration treaties with anyone and everyone I could. I scrapped my population and left only theirs and they stayed happy as well. Let me try using the Tyranny as my race.

I've needed to build troops to keep order in one of my stock solo games under a Theocracy. But I do agree that it seems awfully easy to keep populations Jubilant.

I've once lost my 2nd,3rd and 4th planet to riots because I forgot I took a -8% happiness penalty...

Ouch. Sounds painful. At least you were not de-throned upon game start. That would have been really bad.

Good show, this mod is long overdue.

As you say, you do not have to do anything in regards to your population. It is so easy to just spam the universe with no regard.

What needs to be married up to this is where the non preferred planets for your species have a high moral hit so that they cannot be colonised in any successful way until you have researched far enough along to make them worth while.
