Damage types

I am sure this is insultingly simple I have I have been trying to make a damage type that would destroy the environment, and kill the population. Here is what I have coded so far...

Damage Type Name := WMD
Description := A weapon of mass destruction.
Picture Number := 11
Cannot Penetrate Any Kind Of Shields := TRUE
Cannot Penetrate Any Kind Of Armor := TRUE
Number Of Vehicle Types := 0
Number of Shield Types := 0
Number of Armor Types := 0
Internal Damage Percent := 0
Facility Damage Percent := 100
Population Amount Killed Per Damage Point := 0.50
Crew Amount Killed Per Damage Point := 0
Is Viral Weapon := FALSE
Number Of Special Effects := 1
Special Effect 1 Type := Damage Planet Conditions
Special Effect 1 Amount := 0
Number Of Requirements := 0
Number Of Abilities := 0

But all this damage type does is hurt the planet conditions. Could you help me out?

If you only have one type of effect, wouldn't that mean all damage goes to that effect, mainly planet conditions?

I'm not sure,but maybe you should also have another "special effect", to create the normal damage too.
Can you have normal damage as special effect number 2?
