Colonies showing colonizable

I just ran into a weird situation where 2 planets in my starting system show the green circle indicating colonizable. When I sent a colony ship to one it said something like "Unable to colonize an Ice planet." I'm using 1.71 on Balance Mod 1.14a. The map I'm using was custom made thru the SE5 map generator. The race is the Sithrak which I used 50,000 starting tech points. Attached is the save game.

You did not have the right colonize tech for that planet. The ship is equipped with a rock colonizer and it is an ice planet... I am not sre why the game shows the breathable planets which you can not colonize now, but for it only shows you breathable it seems to be a feature, which allows you to know which is the most beneficial colony tech to research asap.

You at some point selected the colony techs for your race in setup and then removed them later, however for some reason the game remembers that you had those techs and assumes you still do.
I got this problem when I imported a race that had all the techs and then removed those techs from it.
