Kidnapping intel project.

I had an idea for an Itel project, but I haven't worked with intel at all, so I don't know if it's possible.

Basically my idea is to provide a race with a seed population that breaths a different atmosphere, without having to go the route of diplomacy. An intel project that when successful you gain 1M pop of another race, to cultivate and populate your planets.

You can do this militarily by captureing a planet, but I want to do it covertly (without pissing off the other race, they know something happened, they just don't know who did it.). Any ideas on how to accomplish this?

I'd invade planet and load transport if I were so inclined but I usually play without intel and glass worlds. Smiling

Man, I've been looking at the intel data files for about a half an hour and can't figure how to mod them... There must be something I'm missing...
