Storm reports and System Reports are inconsistent in nebulae systems

This has been the case for as many versions as I can remember and is still the case in v1.66. I see in just about any nebula system that the info provided in the System Report is different than the info in the individual Storm Reports for the sectors in that system. Also, the "System Modifiers" info shown in the top left corner of the main system view area also shows different info than the System Report or the Storm Reports. This is confusing and as a result I have a difficult time avoiding damaging storms.

Separately, in the sector reports, I often see the following wording:

"[phenomenon] in sector [sector coords] reduces combat sensors by -x%"

...the "-" sign should be removed from the precentage, because the wording already indicates that its a reduction.

For the last item, the negative is adding automatically because the amount specified in the ability is a negative value. I can't think of a nicer way to word it so that the negative sign is literally correct.

The system ability list in the top right is a weird amalgamation of system-wide abilities and sector abilities of individual storm objects.

Some additional wierdness I just noticed: when looking at the details of a storm or asteroid field report, I'm finding that the magnitudes of the object's modifiers are changing from one viewing of the report to the next. Example:

1. Find any storm that has some interesting properties, view its report
2. The storm report may indicate (for example): "Obscures objects below sight level 6"
3. Close the storm report
4. Open the storm report again for the same storm
5. The storm report now indicates: "Obscures objects below sight level 4"
...etc. It's doing the same thing for combat sensor modifiers, shield reduction modifiers. Every viewing shows different numbers. They seem psudeo-random. The type(s) of modifiers the object has seems stable. Also, asteroid field reports are doing the same thing. I observed this on v1.66

The Balance Mod has some randomness for some of the sector abilities. In sequential games, it chances with each update. In simultaneous, it changes once each during turn processing.
