WTF.... why won't they attack?

Alright so It's version 1.66 and BM 1.13, I've got a ton of forces on a 'smaller than usual warp point' (not one with wierd gravitational fluxes though. And the enemy is able to send through a fleet, glass my planets, and then when I take my mobile forces to go attack them nothing happens. And I'm at war with them!? Anybody else ever get this?

How are you issuing the attack order?

Selecting fleet hotkeying and sending them in, the screen is showing, select area* to attack.

*(or whatever it says, ship, hex something like that)

Are you using the Attack order or just move to order?

are your ships cloaked? I have tried to attack with a cloaked ship and it wouldnt until I uncloaked it. This is actually a interesting thing, cause when you are cloaked and attack them you wont attack, but when you do decloak and tell them to attack they are allready on the hex with the enemy and in the combat screen your ships are right next to them enemy instead of having the ships slowly reach each other, or having them run away with a large gap between them.
