It wouldn't surprise me if this one were already fixed, but it's neither on this list nor in the 1.07 version history thread...
Neutral empires never send messages. They also never enter treaties or declare war. I at first thought this was a design feature, until I discovered the cause: in Default_Main_Script.txt, the Speech filename is given as "Neutral_AI_Speech.txt". Said file does not exist. Replacing the line with "Default_AI_Speech.txt" makes the neutrals much better negotiators. So I assume this is (was?) a bug.

Note for modders: creating a new file called Neutral_AI_Speech.txt doesn't work for some reason. You have to change the script.
