Access violations from declaring war while in an alliance

Description

While a member of an alliance, I tried to propose a declaration of war against a non-alliance member; as soon as I clicked on the Declare War button from the propose message menu, I received the following AV message: "Access violation at address 006FF07D in module SE5.exe Read of Address 00000010." The program display goes blank, and when you close out the window, you get another AV: "Access Violation at address 006F69FE in module SE5.exe. Read of Address 00000530." These AV's also occur when you try to declare war outside of alliance chambers as well.
