I retrofited some ships to a new design, and after the ships were done repairing, I saw that the movement had been cut in half. It should have been 13 and it was now 6. Is this a bug?

Most likely you upgraded crew quarters and/or life support, meaning for a short time the ship had no crew. It will recover its full movement next turn.
