Description
I've been testing alliances in a simultaneous game with three human controlled empires and have found several problems in the first few turns.
First, alliance proposals are not carried over to the next turn, whether the pass or not, so only the proposing empire can vote on the proposal and it never gets implemented.
Second, the empires that formed the alliance are not visible to the third empire. Neither is the alliance.
Third, a treaty that was confirmed between the third empire and one of the first two empires on the same turn as the alliance stayed active.
I was able to repeat all of the above problems in subsequent games.
While I realize that alliance features are not essential to the game for many players, diplomacy is a large part of the game for some of us. Please fix alliances as soon as possible.

I just realized I was testing alliances in balance mod games. When I tried to test alliances in a simultaneous turn standard game, the alliance didn't even get created when the proposal for creation was accepted. Is this intentional?

Accidentally changed the status of the issue. What can I say, I'm new here...
These problems still appear to be present in 1.71 as well. Proposals do not seem to carry over from turn to turn and thus are never implemented.
