A couple of Issues

Recently I wanted to start a game that simulates an empire just recently learning space flight. I tried lowering the tech levels of Light hull construction, base construction, missile and projectile weapons. (To simulate lack of knowledge of splitting an atom and radioactive elements.) The game simply doesnt allow me to do this. It keeps resetting it to level 1 everytime. On top of that whenever I try to save an empire with this setup it wont let me re add the same empire later. It says "This empire can not be added because it has spent more racial points than is allowed by this game setup." I've tried looking through settings.txt that would allow the limited tech startup, but couldnt really find anything. It occured to me to look in the Techarea to change 'Can be removed' to TRUE. This did not work either. Does anyone have any suggestions or ideas I can try?

Starting tech levels

The items you are trying to change have starting tech levels of 1. It's actually a bug that you can reduce them to 0 in verion 1.00 - it will be fixed by next week's patch. You can make them having a start level of 0 by editing the respective "Start Level" field in TechAreas.txt...
