I'm playing v 1.63 w/ balance mod 1.11. I didnt see temporal space yard and events predictor neither b4 I discovered temp tech nor after. How can fix this? Thx...

Temporal Space Yards are available at level 10 through 20, while the Events predictor is available at levels 5 to 15.
