1) is it possible to remove dome from a planet, i mean - can i somehow make atmosphere breathable?
and 2) can i remove facilities from planet?

The AI is rather annoying...multi player might work, first option is best.

Technically, you can also employ migration.
...Speaking of, is there any way to disable migration, or better yet change the way it does things?

1) Research planet utilisation I think it is, eventually you'll get the atmospheric converter facility.
