Think you need to be a bit more specific...
If you mean, does the “AI create alliances amongst themselves, and others” then I’d say no. I’ve only seen one instance during game play where an alliance was formed, but I've consigned that to a bug. In that instance I became a member of a Alliance, without being asked if I wanted to be, without being notified that I'd joined, and no members had voting rights or could leave the alliance. This was version 1.44 of stock SEV, and that has never happened again in subsequent patches.
If you mean generally, “do the Alliance options work”, yes they do. You can initiate an alliance, and the computer does vote. However, I can’t comment on if the AI actively is useful as an ally as I personally don’t forge alliances.
In saying this, Alliance issues are known. If you use the Balance Mod you’ll be pleased to know that Kwok is working on Alliance modifications in his next patch, though a date has yet to be confirmed for release.
