Political options...

I feel that the treaty options are MUCH too limited. This area desperatly needs some help.

This is a short list, off the top of my head, of treaty options that I would like to have added. All of these are do-able, with a varying degree of difficulty. You may want to spruce up the Set Treaty Elements, so that first the sender selects an empire, then the treaty element. So, select Sergetti, then the specific elements that affect the Sergetti, then select Cue Cappa, and then the elements that affect the Cue Cappa. If listed in a similar way (Empire A, then treaty stipulations on Empire A, Empire B, then treaty stipulations on Empire B), it would clean up the Treaty Elements screen and make it easier to read.

Some of the options listed below would also be applicable as part of an Alliance Charter. Particularly the ones that do not restrict action against a specific empire. If they don't do so already, treaties should be able to be made between an Empire and an Alliance, treating all members of the Alliance as a single entity with regards to that treaty. Though this doesn't mean that all members of the Alliance approve of the treaty elements, it DOES mean that all memebers have a say in the ratification of such a treaty, according to the voting rules in an Alliance Charter.

No Research for X number of turns.
No Research in category X for Y number of turns.
Research point generation reduced by X percent.
Research point generation reduced by X percent for Y number of turns.
No more than X percent of research may be spent in Y category.

No Intel for X number of turns.
No Sabotage for X number of turns.
No Espionage for X number of turns.
No Sabotage against Empire X.
No Espionage against Empire X.
No more than X total percent of Intel may be spent on all Sabotage attacks.
No more than X total percent of Intel may be spend on all Espionage attacks.
Intel point generation reduced by X percent.
Intel point generation reduced by X percent for Y number of turns.

No planetary bombardment for X number of turns.

No viral weapons for X number of turns.

No attacks against Empire X for Y number of turns.

No new ship construction for X number of turns.

No colonization for X number of turns.

No ships of size category X or larger may be built.
No ships of size category X or larger may be built for Y number of turns.

Ships may not be designed to have more than X total tonnage occupied by weapons and heavy weapons.

Also, by default, the AI should try to renegotiate treaties periodicly.
