Straight from the download page:
Version 1.63:
1. Fixed - Slight script error.
2. Fixed - Population was reproducing too fast when migration treaty was in effect.
3. Fixed - Queue types should not contain accumulated resources.
4. Fixed - Queue types were bypassing requirements.
5. Fixed - Space and ground units were regenerating their shields and armor too fast.

When trying to load a savegame created on SEV 1.58 and BM 1.09 using 1.63 I get an error message saying the data files doesnt match the ones used to create the game. Is there a any way to open the savegame on 1.63?

You'd have to run the game as host to "convert" it to v1.63...

Very Good, the game is maturing nicely!
Cpt. Kwok, do you have any idea when a map editor will be created by MM?
The one's out now (as good an attempt as they are)are way too tedious and do not include some of the features that an "offical" editor should have.

I don't expect MM will be making a map editor in the near future.
The formatting of the current map compiler was to allow for a 3rd party editor.

It's not quite true that the users of the European version have to wait longest for the latest patches. At least the English installation of Euro SE5 can be upgraded using the standard patches, provided you have previously upgraded it to 1.44 using the Euro patch.
I'm aware that this doesn't help you much, if you are not using the English version. But I keep reminding Europeans that the English version has been compatible with the U.S. version since Euro 1.44, that SE5 is not a "language-heavy" game, and that the English version opens the gates to the SE5 mod world, which is actually quite rich.

So Kwok, why was this patch released so fast compared to 1.58? MM looking to do something else, take a break, work on AI? Or an expansion perhaps?

The patch should have been released at 1.59 or so, to fix the SY exploit. Aaron just kept getting new bug reports to fix, so it was delayed a few weeks.

Wow the AI shure uses way more wapon platforms just had my fleet whiped out at the begining of the game . Looks like Planetry napalms will be popular again & i'll finaly start building troops

Thanks Cpt. Kwok. I emailed MM about if they had plans for a map editor and I got a reply that a map compiler was already included.
It doesn't meet my expectations nor do the 3 party editors.
I'm bummed, I've spent so much time on graphics to spruce up the game, but there does not seem to be a way to create (that isn't overly tedious)a near star map of the local star systems.
Unfortunaley I believe SEV is going to end up in my trash heap of software games I don't play. I was so looking forward to SEV too.
As an older gamer what I look for in my gaming enjoyment is not found in the stock game.

A long time gamer will not find any challenge in the stock game. Concider it a tutorial. Then, get the Unnamed Mod and the Balance mod and you'll find enough of a challenge to enjoy the game.
To really up the challenge, start a new game with one of those mods and set the game to Team Mode, which will stop all AI from making treaties with you. You will fight for every inch you get. The game is still not perfect, but its the best 4x game ever made and there is no challenger.

I agree that it is the best SCI-FI game out.
What I was doing is a realism mod. Based on planetary science and Physics that is now known and possibly known. (after all it is Science fiction)
1) Changing the planet/star graphics to look much better (80% complete). Then I re-scaled them to make the solar systems a little more in scale. Changed the background star graphics on all scales.
2) Incorporating some of the ideas of the old "proportions" mod to make expansion slower and population/industrial growth much slower.
2) Changing all the technology and research. Point of which would be to make the game a game of strategy and tactics not of massive technological advances in 5 years.
4) Scripting the AI to use the modded game.
Putting it all in a map of the local star systems lets say about 50 to 75 light years in all directions.
Then using it as a base for some of my favorite SCI-Fi game universe stuff. Like GDW's Space 2300, the Man-Kafer war (The first bug war); The Man-Kzinti wars; GDW's Traveler series-5th Frontier war, The Solomani Rim war.
I just can't do any of this without a decent map editor.
That was my goal in getting the game as I though MM would add an editor at some point like SEIV.
But thanks for your comment as I may take you up on your advice on which mods to play, If I do ever play it again.

you've already done all this work and now your going to abondon it? that seems sad
i'd really like to play in a 'realistic' universe. starting out on earth and expanding to the stars 
The map compiler included is very tedious but from what i can tell lets your create a very specific universe.
It would be wonderful to have a GUI editor where you can just drag and drop stars, planets and systems. If i had any knowledge of programming i would try my hand at it.

How can you make a "real" map of our near distance when that is 3D while the ingame maps are 2D?

umm... cut out the systems 'above' and 'below' earth??

No reason to cut any systems out.
Since warp points exist to allow transit between two stars, it seems to only make sense this would be true despite of their orientation, even if the connected star systems were above/below each other, even if one was level when compared to the galactic plane, while another was 'on it's side' compared to the galactic plane, they all would look the same to the player, with 'down' being based on the orbit of the planets rather than its orientation compared to the galactic plane.

You have to use the warp point connections to simulate the Z axis. The only way.
So 2 stars that look close may not be, I tend to use (in SEIV) the warp points as trojan points connecting close stars to each other.
