I don't see a setting that will allow me to reduce the music volume BEFORE you are actually playing i.e. your on the set up screens. Anyone?

What he means is that you'll have to start a new game first, THEN within Options turn it to 'off'. Next time you restart the game it will indeed remember your previous options.
Seems a bit odd that you can't change settings from the start screen. Something (very) minor to add for an upcoming patch?

Menu > Options > 0%
The game will remember that you have turned it off.
