Balance Mod 1.11 Aliance Issues

I managed to make an alliance with a AI Race but when I want to change the alliance rules the ai does'nt vote. There for the rule does not get passed.

Anybody Aware of this?

Alliances have not been updated yet in v1.11, the next patch will add complete functionality.
