has anybody worked on a mod that limits what can be built ship and unit wise, by basically requiring prerequisites structures. For instance before you can train troops, you need a training camp facility, fighter factory, small ship factory so on.

Couldn't some of the things added in 1.58 be used to do that?
Instead of checking to see if a SY is present before building a SY, why not have it do a specific_facility variant of the one requirement added and have it check for >= 1 of the facility you wish to be a prerequisite?

Or at least be possible for MM to add in with little trouble?
If it would/could work or be made to work later on, it opens up the potential for adding in new facilitis to be prerequirements for assorted stuff... although I don't really know know why to much micromanagement would be wanted.
Since population size increases Production/SY rates, it could be said there are 'regular' structures in a colony that aren't 'mentioned', factories, processing facilities, other 'common' structures, etc, to reflect some modifiers and other basic traits, such as how a planet can build facilities and whatnot before it even builds a SY.

This is not possible. We can't even mod a unit type to require a SY like ships and bases.
